Voting mana depends on how many votes you give, RC on how much HP you have, after 500 HP it is difficult to go much lower if you do not do many operations with the account other than commenting or other things.

Yeah.. I keep using all my votes.. Plus, I don't pay much attention now to the RC as it seems to always be around 100%.
