just walked into a bathroom with two guys at the urinals not peeing. They looked like they had been there for a while and when I left I watched the door as I walked away and they still weren’t leaving. 🤔

I don't think so, guys can't do that in a public toilet. Perhaps, they are having a secret business deal they don't want people to see.
In the US that used to be where they met up, which is why I’m happy it became less taboo because that’s a horrible place to meet for that 😭 also it’s really uncomfortable for those of us who just want to pee
