This is purely a guess, but this is what I think:

  • In the case of Ft Knox, that's where (so we're told) the nation has its gold supply. $$ secretary oversees this; POTUS oversees $$. DoD-Army protects Ft Knox; POTUS oversees DoD & Army.

Interesting perspective. Presidential oversight helps ensure accountability and clear chain-of-command, even if it seems layered. It's about centralized responsibility for national security rather than leaving it solely to lower levels

Normally, security is left at lower levels; although ultimately responsible, POTUS can't sign off on everything himself (or, some day, herself). That's why authority is delegated to lower-ranking leaders. Fort Knox requires his attention.
