I think Weight-A will fall faster because of the size of the pulley.
A will fall faster but it think it's not so easy to answer for them who don't know physics well.
I think B, shorter rope
A, it will have higher angular acceleration
I would say that both options reach the ground at the same instant.
A will fall faster
