After a quick think, it’s gotta be β€˜Q’, no U.S. state name (like Alabama, Wyoming, etc.) has a β€˜Q’ in it.

I first thought about "Z" but then, there is Arizona. Moved on to X and remembered Texas. For "B" there is Alabama, So, it has to be "Q" that is left out in all the letters in the names of U.S States.

This was some exercise for my brain. Haha. Thanks for asking this question great bOOmer.
