Let the two numbers be (a) and (b). Then (a \equiv 21 \pmod{33}) and (b \equiv 28 \pmod{33}).
Thus, (a + b \equiv 21 + 28 = 49 \pmod{33}).
Since (49 - 33 = 16), the remainder is 16.
