It would make sense. Compliance is expensive and rarely, in this impact, has much of an effect.
What it does is foster a 90 day mindset on the part of CEOs. They look one, maybe two, quarters ahead. The short term thinking is catastrophic to organizations (and the economy in general). Not that 6 months is much of a move from 90 days, but it is a step.

If they don't want to follow the rules, these companies can go private. Nothing is preventing them.
Long-term thinking is rare for many American-based public companies, while some foreign-based companies (especially those in Asia) think in terms of years or decades or even generations.
If there is any way to funnel more cash from the American public into his own pockets, he will be for it.
