Everything that happens aren't God's will. Even Jesus that came for a purpose had his own will and could have done what he pleased but He said, they will be done on earth as it is in heaven.
And while he was in tears, "he said let thy will be done".
Look at Job, he said that in which I feared the most, had finally happened. He willed it into existence.
We just need to let him will over us. We also know that in Jeremiah 29:11, which says:
"For I know the thoughts that I think toward you, says the Lord, thoughts of peace and not of evil, to give you a future and a hope."
And also in Matthew 7:9-11, which says:
"Or which one of you, if his son asks him for bread, will give him a stone? Or if he asks for a fish, will give him a serpent? If you then, who are evil, know how to give good gifts to your children, how much more will your Father who is in heaven give good things to those who ask him!"
We can see in these that He wants the best for us.
God is not an evil God, so he wouldn't want evil to happen. Men are those who do the evil.
