To counteract this rising threat, the British Admiralty adopted a strategic approach rooted in blockade tactics that had proven successful in the past.
Strategies for Naval Warfare: Close vs. Distant Blockade
Initially, the idea of a close blockade—a tactic involving the direct interdiction of an enemy’s ports with smaller, agile ships such as torpedo boats—was considered. This would involve blocking German ports directly, preventing ships from leaving or returning. Larger ships, like dreadnoughts, would provide support for these smaller vessels, defending them from enemy counterattack.
However, a significant challenge arose: such operations would require traversing the vast expanse of the North Sea, which posed risks for the limited range of the torpedo boats and increased vulnerability to submarines, mines, and other hazards. To mitigate these issues, in 1912, the British adopted a distant blockade strategy under the guidance of Winston Churchill, then First Lord of the Admiralty.
The distant blockade aimed to seal off German access to the North Sea entirely. British forces would establish minefields along the narrow entry points to German waters, such as the English Channel and the approaches to the North Sea, essentially transforming it into an area of maritime exclusion. The key elements included:
Mining the Danish straits and the English Channel to prevent German ships from leaving.
Deployment of sizable ships in known strategic locations like the Scapa Flow in Scotland, which would serve as a defensive anchor and a staging point for naval operations.
By isolating Germany’s fleet and its access points, Britain aimed to cut Germany off from vital supplies and trade routes, forcing the country into a state of economic and military siege.
Economic Warfare and Its Effects
The blockade targeted Germany’s economy, which was heavily dependent on imported food and raw materials—about a quarter of which came from abroad. British intelligence and naval officials believed that prolonged economic pressure would exhaust Germany’s resources, degrade its war effort, and hasten victory.
Charles Ottley, head of British naval intelligence, remarked that the process of economically crippling Germany would be slow but unavoidable, with vital supplies running dry within six months of the blockade’s intensification.
Pre-war trade statistics exemplify this threat: Germany and Austria’s exports to the United States, which topped $124 million, sharply declined in subsequent years during the war, indicating the impact of the blockade and disrupted supply chains.

The blockade faced legal and diplomatic constraints. The wartime maritime laws defined clear criteria for what constituted contraband—goods that could be used militarily versus those that could not. Neutral countries' shipping was protected under international agreements, provided they weren’t carrying contraband. However, these rules were difficult to enforce strictly, especially as Germany employed unrestricted submarine warfare to counter the blockade.

Initially, neutral ships could often bypass the blockade, trading with Germany through neutral ports or indirect routes. Nonetheless, from 1916 onward, the British intensified their efforts, especially after the United States entered the war in 1917. This sustained blockade—coupled with Germany's naval innovations such as U-boat warfare—significantly hindered German imports, including vital foodstuffs. By the late stages of the war, the blockade’s toll was evident: around 772,736 German deaths were directly linked to it, along with widespread civilian hardship.
Humanitarian and War-Weariness Effects
The blockade's profound impact extended beyond military considerations. By restricting imports, it induced severe shortages of food, fuel, and industrial materials in Germany and Austria-Hungary. As supplies dwindled, civilian populations faced hunger and poverty, culminating in rationing and, in some cases, starvation. The situation in Vienna and Berlin rivaled the hardships seen in besieged cities like Petrograd.
Despite its slow pace, the blockade was recognized as a critical factor in undermining German morale and war capacity—contributing significantly to Germany’s eventual defeat.

For most of the conflict, the Italian front, closely tied with Austria-Hungary, has remained largely stagnant, characterized by a persistent deadlock. Two months prior, the Austro-Hungarian Empire launched a formidable offensive, leaving the Italians fearful of imminent defeat. However, this week marked a dramatic change in the situation—they managed to break through the enemy lines.
Meanwhile, the Battle of the Somme has stretched over a month, and the Battle of Verdun has raged for five months. The enormous casualties inflicted on the British forces have begun to raise serious doubts about whether the immense sacrifices are justified. On the Eastern Front, Russian forces under Brusilov continue their relentless push, regularly gaining victories and severely damaging Austro-Hungarian morale. German reinforcements and strategic generals are preparing to shift the tide in favor of the Central Powers.
The week’s fighting starts with the Russian troops making significant progress along their southwestern front after nearly a week of continuous attacks. From August 6, Russians seized high ground along the Siret and Koropetz rivers. The following day, they crossed into Tumaș, capturing soldiers and territory, and taking approximately 4,000 prisoners. Three days later, they advanced into Șismenizia, capturing another 7,400. By August 10, as Austro-Hungarian forces withdrew, the Russians controlled Stanislau and held nearly 8,500 prisoners.
Despite these advances, the Russians did not threaten Hungary, Poland, or Galicia directly during this phase. German General Erich Ludendorff indicated that the Austro-Hungarian forces appeared to be close to collapse, prompting German reinforcements from the northern front. The Austro-Hungarian Second Army, along with other Central Powers units, suffered heavy losses, with Russian forces led by Vadimir Sakhalov’s 11th Army becoming increasingly exhausted in their relentless assaults. Currently, the fighting has paused in the center of the front for both sides to reorganize. However, the southern sector of the front remains tense—and crucial.
On the Italian front, the recent Battle of Trentino concluded in June, but the Italian Chief of Staff Luigi Cadorna shifted his attention to the Isonzo River front. This shift marked a notable change—Cadorna was now receptive to input from other officers about a new plan. He informed Duke Ostia that a new offensive would be launched with the primary goal of capturing the “throat” of Gorizia, aiming to establish a base at Lermont-Saint-Michel to launch future attacks on Gorizia itself and to prevent Austro-Hungarian forces from escaping.
This new plan involved concentrating artillery fire on a smaller, more strategic zone between the Paga Hill and the city itself, a departure from previous broad-front assaults. Cadorna suggested that they should also aim to capture Lermont-Saint-Michel, as it was a key strategic point south of Gorizia—a move that caught many by surprise, including Cadorna himself, who had typically underestimated the element of surprise.
Cadorna was confident that three divisions could launch an attack supported by heavy artillery and reserves. A critical component was the 6th Army, led by Louis Capararo, tasked with establishing a foothold between the riverbank and the city, primarily capturing a small breakthrough point suitable for machine-gun defenses. The intense fortifications on Sabatino Mountain, comprising trenches, tunnels, and caves, provided excellent vantage points for the Italians to seize the summit once the assault began.
Over 200,000 Italian soldiers were prepared for the offensive against Gorizia and Lermont-Saint-Michel, with large-scale deployments of artillery—more than four times the number of mortars compared to a year earlier, along with unprecedented quantities of shells.
On August 6, 1916, the artillery bombardment commenced with notable success. Cadorna's artillery effectively disrupted Austro-Hungarian communications and command centers; the latter suffered significant damage, prompting a desperate plea for reserve troops and heavy artillery from the Austro-Hungarian command. Despite their efforts, the Austrians were heavily outnumbered and outgunned.
Italian troops, utilizing innovative tactics such as tying large white disks to their backs, advanced swiftly onto Sabatino Mountain, taking the summit in just 38 minutes—a feat that marked one of the most promising moments for Italy in the war up to that point.
Simultaneously, the attack on Lermont-Saint-Michel began at 3:30 PM, leading to fierce fighting. Italian forces secured the mountain apex after intense combat, and by the following day, the entire central area was in Italian hands. Over the previous 14 months, Italians had lost around 110,000 men capturing the same small 8-kilometer zone, emphasizing the high cost of this strategic victory.
