Three US crypto bills revived after initial failure in House vote

Three major US cryptocurrency bills— the GENIUS Act, the Clarity Act, and the Anti-CBDC Act—were initially blocked in the House of Representatives in a procedural vote on July 15, 2025, when 13 Republican conservatives joined Democrats in opposing the motion, resulting in a 196-223 vote against advancing the bills.

The main contention was over the handling of the bills, with some Republicans wanting all three combined into one package, which House leadership opposed to expedite individual votes .

However, following intervention by President Donald Trump, who met late with dissenting GOP members in the Oval Office and secured their commitment to support the bills, the House reversed course.

On July 16, in a second procedural vote, the House passed the motion to advance the GENIUS and Clarity Acts, reviving momentum after the initial failure. Trump’s involvement was pivotal, including support from Speaker Mike Johnson, enabling the passage that now paves the way for floor debates and final votes on these bills.

The GENIUS Act aims to establish federal standards for dollar-backed stablecoins while setting rules for foreign-issued stablecoins operating in the US.

The Clarity Act is designed to assign regulatory jurisdiction over digital assets, mandate financial disclosures for crypto platforms serving retail customers, and require separation of customer and corporate funds .

The Anti-CBDC Act, which aims to prevent the Federal Reserve from creating a central bank digital currency, was also part of the package reported to have enough support to advance, though details on its immediate procedural progress after the revival vote are less clear.

This legislative progress is regarded as a critical step toward clearer cryptocurrency regulations in the US, with the GENIUS Act likely reaching President Trump’s desk imminently, while the Clarity Act still awaits Senate approval.

The unfolding votes mark a significant moment in US digital asset policy, potentially shaping the regulatory landscape in the near future.
