There's LEODEX but it depends on which Network you want to get your USDT... I believe you can get it on Ethereum using Leodex. The problem is that Leodex doesn't work correctly these days while the INLEO team is updating it.
That's so unfortunate, and not so good for Hive. I was looking for a way to buy HIVE on chain
Well you could buy BTC and do it through LeoDex I think
