That's what ICO was, and look at what happened?
It works well so long as investors are willing to do their due diligence.
Which is also very hard to do. Even exchanges tried that at the later parts of ICOs where they were 'blessed' by the exchanges.
A founder reputation system would certainly help! trusting fresh anon devs usually ends up in disaster, but not always.
