Yes, both get more reward. However, you also run out of voting power faster. Each vote at 100% will get smaller and smaller until you run out. Then you have to wait several hours for your voting power to recover.

Yes you are partially right, higher percentage can mean higher reward but it also depends on how large stake the voter has :)
