Individuals are not inherently financially responsible for other people, you are financially responsible to someone when you owe them, such as loans and you may have financial commitment with your spouse and your children.
If you co-sign a loan for someone, you become legally obligated to pay that dept if the other person did not pay.
Another one is financially responsibility by choice, whereby promised to be helping those who are in need, and also to contribute to charities or help individuals.
The bible encourages us in the book of Luke 6:38 that we should give, and it shall be given unto us.

You are also financially responsible to yourself, it is called financial independence, it is considered a mark of financial maturity to manage your own finances, save for your future.
A boyfriend is not financially responsible for his girlfriend, a girlfriend that is expecting for her boyfriend to provide everything for her can lead to financial strain and unhealthy relationship.

You are not financially responsible to others apart from your spouse, children and your parents, in that case you have to create a budget, understand your income and expenses and work to build your capacity to earn.
For a relationship to be healthy, you have to be a supportive partner, financial contribution can be a mutual effort, both partners is supposed to contribute to the maintenance of the household.
Think about your financial income you are getting before being financial responsibility to others.
