My understanding is that the smteees!™ codebase was unusable.
The fella responsible was gone and nobody wanted to pick up the mess.
Then, the decision was made to keep the layer one less occupied and all smart contracts would move to the second layer.
In order to have layer one smteees!™ the witnesses would have to carry all the calculations attached to an unlimited and growing number of coins making unlimited number of transactions a day and the code would need compute resources to keep it all straight.
Better to leave that to second layer tokens willing to make the investments necessary to make that happen.
