In April 2007, Dr. Judy Wood, a former professor of mechanical engineering, filed a formal complaint against some of the contractors involved in creating the NIST reports. Her complaint followed an earlier Request for Correction (RFC), where she highlighted that the NIST report failed to analyze or even acknowledge whether the towers truly collapsed or were turned into dust.

Dr. Wood asserted that NIST’s title—Final Report on the Collapse of the WTC Towers—was inherently misleading because the towers did not simply collapse but disintegrated in a manner inconsistent with known physics. She used the term "dustified" to describe this phenomenon, indicating that much of the structural steel was converted into dust rather than falling in a typical collapse pattern.
