Don't know about the new Hard Forks, but it'll only break Dapps that use features affected by it, if any... As for what a Hard Fork could do, one of the past Hard Forks introduced the Resource Credit Delegation System, and I think that's a net positive for the community. A system like that can only be added via a Hard Fork.

Oh, I see. So when there are core changes and features to be rolled out, a hard fork is likely to occur.
