Money can buy all that it takes to be very neat when available, but can't make the environment neat just because all the instruments are available. Someone needs to enforce the neatness.

You've said it all here. A dirty person will remain dirty even if they have floor polish machines to make their floors clean because they're lazy to enforce the cleaning and a poor person's room with be shining with just a rag and soapy water
